« About the Government program «Year of harmoniously developed generation»
The decision of the President of Republic Uzbekistan.
With a view of realization of a wide complex of purposeful measures on creation in the country of necessary possibilities and conditions for education of the healthy, harmoniously developed generation, realization by youth creative and a mental potential, to formation of young men and girls of our country comprehensively developed persons who to the full are meeting the requirements of the XXI-st century, and also in connection with declaration in Republic Uzbekistan of 2010 «Year of harmoniously developed generation»:
1. To confirm the Government program «Year of harmoniously developed generation», where by the major key problems are defined:
Perfection of is standard-legal base, entering corresponding to requirements of time of changes and additions in operating legislative and the statutory acts directed on protection of the rights and interests of children and youth, strengthening of legal bases of their harmonious development;
the further strengthening of measures on formation of healthy generation on the basis of consecutive realization of the program «Healthy mother - The healthy child», perfection of system of protection of reproductive health of mothers and children, priority development of preventive public health services, strengthening of material base of a health service, strengthening of explanatory and advisory work among the population in the questions connected with a birth and education of healthy children;
Formation and maintenance rational and an effective utilization of material base in an education sphere and rising generation education, paying special attention on a demand of prepared experts in branches and spheres of real economy, improvement of the state educational standards, curriculums and the methodical literature;
cardinal improvement of quality of training at schools, professional colleges and lycées, high schools of the country at the expense of wide introduction in educational process of new information-communication and pedagogical technologies, electronic textbooks and multimedia means, strengthening of laboratory base of educational institutions by modern kinds educational and the lab ware, computer techniques, and also formations of effective system of material and moral encouragement of work of teachers and instructors;
The further development, introduction and development in a life of each family of modern information and communication technologies, a digital and large-format telecommunication communication facility and Internet system;
consecutive strengthening of spent work in sphere of physical training of rising generation and children's sports, on wide involving in regular playing sports of youth, especially girls in a countryside, to building of new sports complexes, stadiums and constructions, equipment by their modern sports equipment and equipment, strengthening by highly skilled trainer's shots and instructors;
The further stimulation and the decision of available problems in sphere of development of a small-scale business and private business as major direction of structural transformations of economy, basis of formation of incomes of the population and middle class of proprietors, creation of conditions for wide involving in enterprise activity of youth, first of all graduates of professional colleges and the higher educational institutions, especially in a countryside;
working out of a series of measures on the further development of a science, creation of conditions for active attraction to scientific activity of the talented, presented youth, realization by it creative and a mental potential;
Strengthening of care of young families, their maintenance legal and social protection, creation of necessary conditions for formation of the healthy and strong family which are the important link of a society in business of education of physically healthy and harmoniously developed rising generation in the spirit of national and universal values and a love for the country;
realization of a series of measures under the statement among youth of principles of a healthy way of life, to its protection from an alcoholism and a narcotize, various fatal threats and religious for us religious and extremist influences and influence of the low-standard «A mass culture».
2. To assign to the Republican commission formed according to the order of the President of Republic Uzbekistan from December, 9th, 2009 «Ð-3329, the organization and monitoring of performance of the Government program «Year of harmoniously developed generation».
3. The republican commission on Government program realization «Year of harmoniously developed generation»(Mirziyoev Sh.M.):
In fortnight term to provide working out and acceptance by the ministries, departments, economic associations, public organizations, Republic Karakalpakstan Ministerial council, the mayoralties areas and Tashkent territorial and branch programs»Year of harmoniously developed generation»On each ministry and department, region, a city, area and settlement;
to organize work coordination at level of republican bodies state and an economic board, public authorities on places and other organizations on full and timely performance of sections and points of the present Program, to establish the system control over a course of realization of the actions included in the Program;
following the results of each quarter to represent to the Device of the President of Republic Uzbekistan the information on performance of the actions confirmed in the Government program»Year of harmoniously developed generation’‘.
4. To the cabinet of Republic Uzbekistan (Mirziyoev Sh.M.) to provide creation in Republic Karakalpakstan, areas, Tashkent and areas (cities) of the corresponding commissions on Program realization led by Chairman of the council of the Ministers of Republic Karakalpakstan and mayors corresponding territories, having placed at them personal responsibility for strict and full-scale realization of the actions provided in the Program.
5. To the Uzbek agency on the press and the information, National news agency, the National broadcasting company of Uzbekistan, mass media to provide:
Wide explanation among the population, especially youth, the purposes and Government program problems «Year of harmoniously developed generation»;
regular informing on a course of realization of the Program with illumination of the concrete contribution of bodies state and an economic board, public authorities on places, the public and non-governmental organizations in realization of the actions provided in it.
6. The control over execution of the present decision to assign to the Prime minister of Republic Uzbekistan Mirziyoev Sh.Ì.
